 Try logging in as Administrator/password instead of a regular user.

Uninstall network services (control panel/install uninstall software/Small Business Server 2003/–set first entry to manage–set network services to uninstall), then reinstall but don’t update to SBS SP1

On the File menu, click Add/Remove Snap-in.

To add users to the Remote Desktop Users group

1. Open Computer Management.

By default, the Remote Desktop Users group is not populated. You must decide which users and groups should have permission to log on remotely, and then manually add them to the group.
To open Computer Management, click Start, click Control Panel, double-click Administrative Tools, and then double-click Computer Management.

I re-installed Actived Directory on the DC and
everything is fine.
